Indianhead Community Action Agency is one of Wisconsin's 16 Community Action Agencies, and one of approximately 1,100 Community Action Agencies in the United States. Indianhead Community Action Agency was created in 1966. In February of 2011, Indianhead Community Action Agency moved its corporate office from an old creamery to a previous Convent in Ladysmith. ICAA is the recognized leader for ending poverty and creating sustainable communities through self-sufficiency in Wisconsin's rural areas.

The Lighthouse homeless shelter works to address the housing needs of homeless people in Rusk County. It provides emergency shelter, case management and rental assistance to homeless families and individuals in Rusk County. We provide support in the areas of nutrition, budgeting, life skills, and job seeking skills, and other services as needed by each individual. Westlake Enterprises is a community rehabilitation program for developmental/physically disabled adults. We provide work opportunities and prevocational training for every participant. We take the time to recognize a person's needs and then accomodate them by matching work that is conducive to growth and success.
We also provide a number of enclave sites which are community based work experiences that allow us to provide on the job training.
